Calculates the max fee per gas (baseFee + maxPriorityFee cap) for EIP-1559 transactions in the context of gas fee estimation for blockchain transactions. Setting maxFeePerGas too low causes transaction failure if the base fee rises above it — a 2× buffer above current base fee protects against fee spikes during pending confirmation.
