Calculates the allowable load capacity of a pile group accounting for the pile group efficiency factor, which reduces single-pile capacity when piles are closely spaced. Pile group efficiency below 1.0 is common when pile spacing is less than 3 diameters — groups require more piles than naive multiplication of single-pile capacity.
