Calculates signalised intersection Level of Service (LOS) from volume-to-capacity ratio and average delay per vehicle. LOS A is free flow (delay <10 s); LOS F is failure (delay >80 s per HCM) — the transition from D to E is where additional traffic causes rapid delay increase.

Saturation Flow Vph
