Calculates freeway Level of Service from volume-to-capacity ratio using HCM basic freeway segment procedures. LOS A is free-flow (v/c < 0.35); LOS F is breakdown (v/c > 1.0) — the transition from LOS D to E corresponds to the beginning of congested conditions.
