Calculates blended RON and MON octane ratings from component volumes and octane numbers using the blending formula. Ethanol has RON 109 / MON 90 and blends non-linearly — 10% ethanol in 90 RON base fuel gives approximately 93 RON blend due to positive octane-on-octane (OON) blending effects.
